The former chief of the Police Criminal Investigation And Detection Group reveals rogue police made money out of illegal drugs in coordination with inmates at the state penitentiary. In a scheme called 'agaw Bato,' Benjamin Magalong detailed to senators how the rogue officers would conduct drug operations and keep part of the haul to re-sell. He adds they would sometimes detain drug personalities, mostly Chinese, in exchange for ransom.
