AMENDMENT:
I made a mistake with the number @19:29. I did 145 / 125, when it should have been 145 / 120. The new value for relative increase is 1.20833 or 20.833%, rather than 16.1. This changes the numbers to look out for.
If treasure sword is additive to elemental attack raise, using the number range 4300 ~ 4500 that I got from timestamp 16:14 (for transparency: there is an outlier number that is below this range, but there is some degree of rng to this game and I will be omitting this one low result for the range), the range would be 5195 ~ 5437
If treasure sword is a separate multiplier, the range remains 5375~ 5625.

The actual to the number range from test using ice attack raise with skyship is 4142~4567 (except for the last strong hit that diamond dust has). Omitting the lowest value, the next lowest value is 4218.
If Treasure Sword is additive to Ice Attack raise, the relative increase should be 145 / 120 = 1.20833~ or 20.833%~ over the previous established range.
4218 * 1.20833~ = 5096~
4567 * 1.20833~ = 5518~
The range if Treasure Sword is additive would be 5096~5518
If Treasure Sword is a separate multiplier, the range will be straight multiplied by 1.25
4128 * 1.25 = 5272
4567 * 1.25 = 5708
The range if Treasure Sword is multiplicative would be 5272~5708
5115 ~ 5610 is the actual range of numbers. Omitting the lowest number, the next lowest is 5223.
Conclusion:
The result of this testing and with this number set leans the conclusion towards Treasure Sword being a separate multiplier.
The actual conclusion, in full transparency, is that right now the actual difference between whether Treasure Sword is a separate multiplier or if it is additive to elemental attack raise is very small. The damage difference is only 3.5ish% between the two cases. To be able to determine if Treasure Sword is additive or multiplicative with absolute certainty, we would need another source of elemental attack raise. In the future, there may possibly be an upcoming Ice Attack Raise 2. With an increase in elemental attack value without Treasure Sword, the relative gain of introducing Treasure Sword will give more concrete numbers to determine whether it is additive or multiplicative. As of right now, a difference between a 20.833% relative increase and a 25% relative increase is too small to give a concrete answer.
