Arrested protesters mainly of good character, says Hong Kong Bar Assoc. chief Philip Dykes.

Not all cases against arrested protesters need to end up in court, said the Bar Association head Philip Dykes this week. "The Prosecution Code published by the Department of Justice reminds us that a decision to prosecute is not made just because police have enough evidence," he said.
