Somalia is on the verge of getting debt relief of at least a third of its outstanding debt load of $ 5.3 Billion Dollars. Between them, the IMF and the African Development Bank have secured at least $ 400 Million dollars in funding to help clear the country's arrears, and allow it to get access to fresh credit. But why is Somalia only looking at a partial debt write off? That's a question I posed earlier to Gabriel Negatu. He ran AfDB's operations in Eastern Africa until 2019.
