The technologies were used for the F-22, which have been classified and not allowed for export. When the F-22 came out, no other nation had anything by far so advanced. And nations like Russia and China, would have been very interested, to steal this technology. In the US, it is pretty easy to control - but not if other allies would have the same fighter.

Especially Russia would have tried everything to get their hands on the secrets. And reverse engineer the technologies.

With the F-35 we simply passed 15 years and the US opponents could slightly catch up. Further e.g. radar and thrust vectoring are not carried over to the Lightning II - and the new aircraft is even so much more complex (with its focus on digital processing etc), that it takes more than “a bit of espionage”, to reverse engineer and copy it. Basically Russia and China would need to get their hands on a whole F-35 for quite some time, to be able to utilize their knowledge to reverse engineering it. A glance on an airframe though is a whole different story as “giving a nation a whole jet” - which is almost impossible to hide.
