Congress leader Shashi Tharoor tore into Nirmala Sitharaman's Budget calling the first one and a half hour of the "marathon" speech an "empty rhetoric". "Repeating this 5 trillion dollar pledge is completely dishonest as everyone knows it is impossible. You have to grow at 12 per cent in real terms every year in order to get there by 2024," Mr Tharoor said.
